The Federation develops an alliance with the Klingon Empire to combat the Breen threat. This alliance repels a Breen incursion into Federation space with the combined efforts of Sagan Prime acting base commander, Lt Commander Sidric Tobias.
As the dust settles from the attack, the Federation show restraint in a declaration of war, knowing an offensive stance would be risky given their weakened state in the Sagan Area of Operations (AO) and the Breen’s full retreat from Federation space.
The following day, news of the Hobus Supernova’s destruction in the Romulan Empire reaches the Federation. As the Federation prepares to launch a relief effort, the Santiago Bay Starfleet Facility command staff use their connections within the Breen Confederacy to secure a ceasefire and implore them to aid in evacuating refugees from Romulan space.
Late-2387
In the following months, a period of relative peace ensues along the border. With wounds still open on both sides, machinations occur on the other side of the DMZ. The Breen’s alliance with the Chodak and Tzenkethi is solidified as the Confederacy use Chodak space to cede Romulan systems and infrastructure. The Federation bristles at this outwardly aggressive action, though are powerless to stop it, as there was no alliance with the Romulan Star Empire prior to its destabilisation. To aid the Breen’s pillaging, the Chodak go as far as to gift the Breen a parcel of space, known to the Federation as the Backstairs Passage, to aid them in their conquest of what remained of the Romulan Empire.

The Federation closely watches the Breen border for the next year as evidence of a build-up of military might occurs on both sides. Despite a milquetoast response from Starfleet Command and their Klingon allies, Colonels Zachary Aeyers and Jeff Fletcher lead relief efforts in Romulan space, gathering remaining Romulan forces and allowing them to set up a safe base in the old spaceports of Outpost D’Vir. The Romulans form an independent colony during this year, aided primarily by members of the Vulcan Unification Movement.
In this year, the Sagan AO is returned to full operational status following a refit of damaged infrastructure on Sagan Prime and nearby facilities. Meanwhile, the Eversonian is authorised to continue production of the Sagan Class starship, which will serve shakedown trials in the Sagan AO within the coming year.

Continued quiet in 2389 brought about time for research and development on the Federation side of the DMZ. Upgrades to Sagan Prime’s planetary defence systems by Commander Sidric Tobias and Lieutenant Commander Wayne Eastwood led to the development of a replacement weapons suite for the Sagan Class starships.
Increased collaboration between the Eversonian, Starfleet and Romulans lead to the development of a Joordens Wave generator. In laboratory tests, this technology showed the capability to recreate the anomaly that displaced the planets orbiting Joclaron in the early 2380s, leading to the territorial disputes in the Sagan AO. With the aim of presenting this new technological development, Aeyers, Fletcher and Tobias lead a delegation across the border in the hopes of restoring stability in the region. A proposal is put in place to return the planets to their rightful locations.
A covert operation occurs simultaneously under cloak into Breen space to assess the tactical capability of the Breen forces. A briefing reveals a Breen fleet massing near the DMZ, with Starfleet tacticians predicting that it will be a matter of weeks before the area is thrown back into chaos. Federation fleet reserves are pushed toward the DMZ for the first time in years as the Federation looks to the technological olive branch of the Joordans Wave as their last resort.
