| Personal History | Downey was the last commander of the Santiago Bay Starfleet Outpost prior to the commissioning of the Santiago Bay Starfleet Facility in 2385. An intelligence officer by trade, he is a decorated officer who was originally tapped for promotion to Captain and transfer to the new base as its CO. However, Downey's career aspirations were dashed when a Breen refugee suicided in the base's detention centre. While commanding the Starfleet outpost on Sagan, he also commanded the Cheyenne Class USS Tudosie. It was claimed in the media, and in some Starfleet circles, that Downey was culpable in the suicide after fostering a sense of ambivalence and apathy toward the Breen who were detained on Sagan Prime. Others claim that Downey was a fall guy. An independent Starfleet board of inquiry found Downey innocent, and he was transferred to Starfleet Command on Earth where he has quietly toiled behind a desk for half a decade in Material Services Command. Downey has notably served on the Starfleet Uniform Committee and kept the Type B Duty Uniform, which was introduced in 2366, in service until 2395. |
